I believe, providing only this link as evidence, that the Spring Agenda item of "Tobacco Product Standard for Nicotine Level of Combusted Cigarettes" is still open. That the "Withdrawn" action was for the NPRM, which means they are still reviewing the ANPRM comments. It would appear to me that the NPRM is delayed/withdrawn only until the comments for ANPRM are completed. Yes I understand it has already been 18 months for those comments, but it means that it is not completely dead. Also the above website was updated on 11/09/2019 so everything I wrote could all be B.S.
