$NMAX How is Trump paying out SNAP during a shutdown caused by Drmocrats? A court can order Trump to transport the Moon over to Jupiter or to teleport the solar system to a other galaxy. The problem is how??? The emergency funds in SNAP not enough to pay for even half the amount. Then trying to pay out partial payments some other method violates Separation of powers as Congress. Not Trump, Was the power of the purse. Plus it could take weeks for States to dole out the funds even if the funds were there.

$NMAX Democrats starved Children for political points ahead of the elections. They admitted they shut down the Government as a means of leveraging the pain that it would cause to SNAP beneficiaries. 
 
The President has some authority to move money or spend money under emergency declarations. However, that authority is limited to legislative language, albeit, there is an unresolved court case in regards to tariffs. So, we do not live in a cut and dry Government. There are exceptions to who controls the money based on past legislation.
