JPMorgan launches $1.5T decade-long initiative to boost U.S. security, energy and tech ahead of Q3 earnings report.

The SPDR Energy Select Sector SPDR Fund (XLE), which tracks energy firms in the S&amp;P 500, has declined 3.9% this week amid a weakness in oil prices.The ETF, which has approximately $26.52 billion in assets under management, is on track to record its worst weekly decline since late May. The declines follow a more than 7% drop in both Brent crude and West Texas Intermediate crude prices this week, due to concerns about oversupply. The producer group has already brought back 2.5 million barrels per day (bpd) worth of nameplate capacity this year, which has pushed oil prices lower.“If OPEC+ does go ahead and announce a 500,000 bpd increase this weekend, it’s likely a big enough increase to send crude oil lower again, initially to support at $58.00, before a test of this year’s lows $55.00 area,” IG analyst Tony Sycamore said. Concerns over the U.S. government shutdown curtailing economic activity and the resumption of Iraq’s Kurdish oil exports are also weighing on the crude price, he added.Among individual stocks, Occidental Petroleum has fallen 6.8% this week, following its agreement to sell its Oxychem unit to Warren Buffett’s Berkshire Hathaway for $9.7 billion. However, analysts were not enthusiastic about the mega deal due to its timing.Roth MKM analysts stated that while the sale would help the oil and gas producer reduce its debt, it could negatively impact free cash flow growth in the coming years, as the unit was expected to contribute significantly to expansion.However, HSBC analysts upgraded the stock to 'buy' from 'hold' after noting that the share pullback from disappointment in the OxyChem sale price "presents a great buying opportunity."Separately, oil prices edged higher on Friday following a fire at a Chevron refinery in Los Angeles County. This Energy ETF Is Heading Toward Its Worst Week In Four Months — Can A Late Rebound Save The Day?

The declines follow a more than 7% drop in both Brent crude and West Texas Intermediate crude prices this week, due to concerns about oversupply.

Occidental Petroleum Corp. (OXY) stock climbed over 1% in Tuesday’s after-hours session, as traders reacted to reports that the oil and gas exploration and production company was in talks to sell its petrochemical business, OxyChem, to Warren Buffett-led Berkshire Hathaway, Inc. (BRKA) (BRKB).<a href="https://stocktwits.com/symbol/OXY">Occidental Petroleum’s stock</a>, which had fallen sharply in the mid-session, cut its losses amid the broader market recovery and the deal speculation.&nbsp;It ended the session 1.77% lower. A Wall Street Journal report,&nbsp;citing information from unnamed sources and published just before the market closed,&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.wsj.com/business/deals/berkshire-hathaway-occidental-petroleum-deal-80a78f2e">stated</a> that Berkshire Hathaway was considering buying OxyChem for about $10 billion,&nbsp;with the deal expected to be announced within days. Incidentally, a Financial Times report raised the prospect of an&nbsp;<a href="https://stocktwits.com/news-articles/markets/equity/occidental-petroleum-stock-in-focus-as-oil-firm-looks-to-sell-oxychem-unit/chDMN4hR37T">OxyChem sale</a> earlier this week.Occidental Petroleum’s OxyChem business manufactures chemicals used in applications including chlorinating water, recycling batteries, and producing paper. It raked in sales of $5 billion for the 12 months ended June,&nbsp;according to the Journal’s report.If the talks bear fruit,&nbsp;the OxyChem deal would be Berkshire Hathaway’s second-largest in the chemicals sector, after the latter’s 2011 acquisition of Lubrizol. It would also mark the Buffett-led company’s biggest deal since 2022, when it announced a $11.6 billion deal to buy insurer Alleghany.Berkshire Hathaway holds a substantial stake (27% of the outstanding shares) in Occidental Petroleum, acquired over time. Buffett first became involved with the oil and gas company in 2019, when it was preparing a competing bid for Anadarko Petroleum. ExxonMobil (XOM) CEO Darren Woods reportedly met with Mozambique President Daniel Chapo on the sidelines of the United Nations General Assembly to seek security assurances for a proposed $30 billion gas terminal in the African nation.According to a Financial Times <a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.ft.com/content/e75c579b-7d3c-4128-b584-2adb4e4c22eb">report,</a> Woods spoke with Chapo about an armed insurgency in Mozambique’s north-eastern Cabo Delgado region, where Exxon is planning to build the largest liquefied natural gas facility in Africa.The oil major and its Italian partner, Eni, are jointly developing the Rovuma LNG project, with Exxon leading the construction and operation of the onshore liquefaction facilities and related infrastructure.However, in 2021, an attack by Islamic State-linked militants at a nearby town forced Exxon to delay taking a final investment decision on the giant project. France’s TotalEnergies, which operates the Area 1 Mozambique LNG plant, declared force majeure following the attacks. Exxon also took a hit as it was jointly developing common facilities with the Paris-based firm, such as an LNG jetty and offloading facility.Woods and Chapo also reportedly discussed plans by TotalEnergies to resume work on the Area 1 LNG plant. Total is reportedly looking to restart the project as the energy firm sees improvement in the security situation in the region. ConocoPhillips (COP) Chief Executive Ryan Lance reportedly told employees&nbsp;on Thursday that the decision to lay off as much as 25% of the workforce stemmed in part from the company losing competitiveness as it focused on acquiring smaller rivals.<a href="https://stocktwits.com/symbol/COP">ConocoPhillips’ stock</a> fell more than 3.5% in Friday afternoon trading, extending its weekly decline to about 6.7% on the layoff&nbsp;<a href="https://stocktwits.com/news-articles/markets/equity/conoco-phillips-to-lay-off-up-to-25-precent-of-its-workforce/chwcTx7Rdob">announcement</a>. Exxon Mobil (XOM) is reportedly looking to sell its European chemical plants as the sector is grappling with higher U.S. tariffs and intense competition from producers in China.According to a report by the Financial Times, Exxon has held early-stage discussions with advisers in recent weeks on possible sales, which could fetch up to $1 billion.The supermajor is specifically weighing the sale of its plants in the UK and Belgium, the report stated. The company owns an ethylene plant in the Scottish town of Fife, alongside multiple production sites in Belgium. The company had also discussed just shutting them down.However, the report mentioned that there was no guarantee a deal would materialize and Exxon could choose to retain the facilities. Exxon Weighs Sale Of European Chemical Units Worth Up To $1B Amid Tariffs, China Pressure: Report

Oil prices slipped in Asia trading hours on Monday after OPEC+ once again decided to significantly raise output amid concerns over the health of the U.S. economy, the top oil consumer.Brent crude prices slipped 0.5% at $69.33 per barrel, while U.S. West Texas Intermediate (WTI) crude prices fell 0.5% at $67 per barrel. The group noted that the decision was taken due to a steady “global economic outlook and current healthy market fundamentals.”While summer demand has remained strong in the Western Hemisphere, analysts predict that oil supply will outpace demand by year-end. Both future contracts had fallen by over $2 on Friday, after the soft U.S. jobs data had signaled raised concerns over oil consumption in the world’s largest economy.According to a Reuters <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.reuters.com/business/energy/oil-slips-opec-proceeds-with-september-output-hike-2025-08-03/">report</a>, Goldman Sachs analysts noted that the actual supply boost from the eight OPEC+ countries stands at about 1.7 million bpd, or about two-thirds of announced capacity, as other group members have looked to cut capacity to compensate for overproducing earlier."While OPEC+ policy remains flexible and the geopolitical outlook uncertain, we assume that OPEC+ keeps required production unchanged after September," the analysts reportedly said in the note before adding that the rise in non-OPEC production will likely not leave much scope for extra OPEC+ barrels.However, potential penalties on the buyers of Russian crude could still crimp supplies and provide a boost to oil prices.
