@tjc5152 it’s appeared that way.  Since 2023, PayPal has bought back ~20% of the float and the share price is still down quarter after quarter. $6B in buybacks for this year have done nothing. Still down 20% YTD.  Revenue beat, EPS beats, payment volume up 10%.. it doesn’t matter. None of us are breakeven on this.
