Last time Dems held the House + Senate with a GOP president (2007-08), solar got the biggest policy win it had ever seen: the 8-year 30% ITC, signed by Bush in Oct 2008. It also lifted the $2,000 cap on residential solar, making it a true 30% credit, and opened the credit to utilities. It rode on the must-pass bailout bill after standalone attempts died to vetoes and filibusters.
