The chipmaker will work with Noetra to establish an AI factory powered by 27,500 Rubin GPUs and 13,750 Vera CPUs. The facility will provide 140 megawatts of computing capacity and serve as the foundation for Japan’s effort to develop next-generation AI models.

“Bringing physical AI into the real world requires enormous computing, data and foundational technologies — challenges no single company can solve alone,” said Hironobu Tamba, CEO of Noetra.

Nvidia stock traded over 1% lower in Thursday’s premarket.

Government-Backed Technology Push

The project supports Japan’s FRONTia initiative, launched by the Ministry of Economy, Trade and Industry (METI), which focuses on building multimodal AI systems for robotics and physical applications.

Noetra’s AI factory will use Nvidia’s Vera Rubin architecture, DSX platform and Spectrum-X networking technology to train advanced foundation models. These systems are expected to support AI agents, digital twins, robotics platforms and other applications across industries such as manufacturing, logistics, healthcare and telecommunications.

“Japan invented modern manufacturing. Now, it is building the AI factories that will power the next industrial revolution,” said Jensen Huang, Founder and CEO, Nvidia.

According to a Bloomberg report, Japan sees robotics as a critical solution for an aging population and shrinking workforce. The government wants domestic companies to capture more than 30% of the projected ¥60 trillion ($370 billion) global robotics market by 2040.

Nvidia is expanding its AI partnerships in Japan as companies develop AI systems for local industries, manufacturing and robotics. Mitsubishi Heavy Industries is working with Nvidia to build better AI infrastructure, including advanced cooling and power systems for large data centers.

Nvidia is also expanding its partnership with Toyota to bring AI into smart cities, traffic systems and factories.
