The government is broken and desperate, dumping Bitcoind before he puts the permanent crash on markets is probably how he plans to diversify the reserve with Cardano, Ripple, and Solona. It would have to be where the Etherium money would have to come from as well. The only real way to not see this as a pump is if they end up with more than the already reported Bitcoin or if trumpets announced using government funds to purchase more, like Bukele did.
