Gov. Gavin Newsom announced a partnership Monday with San Francisco-based artificial intelligence developer Anthropic (ANTHZZX), making its Claude AI productivity assistant available to all California state and local government entities at a steep discount.
Under the terms of the agreement, state agencies, alongside city and county governments, can access Claude at a 50% discount. The partnership also includes free workforce training, specialized generative AI technical assistance and workflow design inputs directly from Anthropic developers.
State officials emphasized that the technology is designed to assist, rather than replace, public sector employees.

"This partnership is about using technology the California way: responsibly, transparently, and in service of people," Newsom said in a statement. "AI should not replace the human work of government; it should help our workers move faster, solve problems more effectively, and deliver better results for Californians."
The rollout marks the first time a single AI productivity tool has been cleared for statewide procurement across all individual California agencies. To facilitate adoption, the California Department of Technology launched the Statewide Information Technology Shared Services (SITeS) portal, a centralized hub designed to streamline purchasing and ensure transparent pricing.
California has already integrated Claude into several pilot programs and active operations within the cybersecurity, public transportation and healthcare industries.

"As state employees, our goal is to provide our fellow Californians with the best possible service," said Nick Maduros, Secretary of the Government Operations Agency. "To do that, we need to make sure our teams have access to the best modern tools."
California’s sweeping deal follows a broader push by Anthropic to integrate its flagship models across various levels of the U.S. government, backed by rigorous federal compliance frameworks.
At the federal level, Anthropic offers "Claude for Government," a specialized version of its commercial enterprise infrastructure that operates within an isolated environment. It meets FedRAMP High authorization—the strictest cloud compliance standard required for handling sensitive, unclassified federal data.

Anthropic partnered with Palantir Technologies to clear its application through the "FedStart" program. This enables civilian and defense agencies to utilize Claude under Department of Defense Impact Level 5 (IL5) security standards, hosted via Google Cloud Public Sector infrastructure.
For military intelligence operations, Anthropic, Palantir, and Amazon Web Services (AWS) collaborated to host the Claude 3 and Claude 3.5 model families on AWS. This deployment operates within Palantir's AI Platform under a highly restrictive Impact Level 6 (IL6) accreditation, which is reserved for strictly classified networks.
