OpenAI has announced the launch of Stargate UAE, the inaugural overseas expansion of its "OpenAI for Countries" program.
The initiative seeks to build a major AI computing hub in Abu Dhabi, boosting international AI capabilities.
Developed alongside the U.A.E tech group G42 and industry giants including Oracle, Nvidia, Cisco, and SoftBank, the effort has been coordinated with backing from the U.S. government.
It also complements the U.A.E.’s pledge to channel $1.4 trillion into the American economy, a move to spur innovation and reinforce bilateral tech cooperation.
The Stargate UAE project will include an AI computing system with an initial 1-gigawatt (GW) cluster, of which 200 megawatts (MW) are targeted to go live by 2026.
The infrastructure is designed to deliver AI processing capabilities across a 2,000-mile zone, potentially reaching nearly half of the global population.
Under the terms of the collaboration, every resident in the United Arab Emirates will receive access to ChatGPT Plus, making the U.A.E. the first country to implement such nationwide availability.
This project will enable the U.A.E. to utilize OpenAI’s technologies across key industries such as public administration, energy, healthcare, education, and transport, aiming to drive technological progress and stimulate economic development.
The Stargate UAE initiative is positioned as a blueprint for upcoming alliances under the "OpenAI for Countries" framework, which is designed to assist participating governments in creating independent AI infrastructure in alignment with U.S. partnerships.
The Stargate project, initially launched by President Donald Trump’s Administration in January, plans to invest $100 billion at the outset, with potential funding reaching $500 billion within four years to fuel AI growth.
