Trump’s Big Pharma Tariff Call Delayed Again As White House Juggles Trade Battles And Diplomatic Showdowns: Report

The administration is expected to release findings from a separate semiconductor investigation first, with other high-profile events also contributing to the delay.

U.S. President Donald Trump on Tuesday said the U.S. would begin imposing a “small tariff” on pharmaceutical imports, with plans to raise it to 150% within 18 months and ultimately to 250%, in an&nbsp;effort to&nbsp;encourage drugmakers to manufacture domestically.&nbsp;While he did not specify the initial rate, he said the increases would&nbsp;be implemented over time. “In one year, one and a half years maximum, it's going to go to 150% and then it's going to go to 250%,” Reuters&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.reuters.com/business/healthcare-pharmaceuticals/us-initially-impose-small-tariff-pharma-imports-trump-says-2025-08-05/">reported</a>, citing a CNBC interview.The comments follow&nbsp;<a href="https://stocktwits.com/news-articles/markets/equity/trump-threatens-200-tariffs-on-drug-imports-says-big-pharma-will-get-some-time-to-get-their-act-together/chFUKjPR5h7">earlier threats from Trump in July</a>, when he told a Cabinet meeting that tariffs on imported pharmaceuticals could rise as high as 200%, though implementation would be delayed by up to 18 months to allow companies time to relocate manufacturing to the U.S.&nbsp;At the time, Commerce Secretary Howard Lutnick stated that final tariff details would be released&nbsp;after the completion of ongoing national security reviews on pharmaceuticals and semiconductors.On Tuesday, Trump also said tariffs on semiconductors and chips will be announced in the “next week or so,” without providing further details. Retail buzz around&nbsp;major pharmaceutical stocks jumped Thursday, with sentiment turning bullish across most major drugmakers, after President Donald Trump called on the industry to cut U.S. prescription prices to match the lowest rates seen in other developed countries.Letters were sent to 17 firms, including AbbVie, Pfizer, Merck, Eli Lilly, and AstraZeneca, calling for a “most-favored-nation” (MFN) pricing model to stop charging Americans more than patients abroad.Trump also addressed Amgen, Boehringer Ingelheim, Bristol Myers Squibb, EMD Serono, Roche unit Genentech, Gilead, GSK, Johnson &amp; Johnson, Novartis, Novo Nordisk, Regeneron, and Sanofi.The letters called on pharmaceutical manufacturers to extend most-favored-nation (MFN) pricing to all Medicaid patients, ensuring that the U.S. government pays no more than the lowest price charged in any other developed country.&nbsp;Companies were also instructed to commit that they would not offer better prices for new drugs to other nations than those made available in the United States.In addition, the administration proposed allowing drugmakers to bypass intermediaries and sell medicines directly to patients, as long as the price does not exceed the best rate offered abroad.&nbsp;The letters also outlined the use of trade policy to support companies in raising prices overseas, on the condition that the additional revenue&nbsp;be reinvested&nbsp;in reducing drug costs for American patients and taxpayers.Additionally, the letters said that if the pharmaceutical companies “refuse to step up,” the federal government “will deploy every tool in our arsenal to protect American families from continued abusive drug pricing practices.”White House press secretary Karoline Leavitt clarified in a press conference that the letters call on drugmakers to take action within the next 60 days with the intent of lowering drug prices.This latest move follows Trump’s May 2025 executive order titled “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients.” The order kicked off negotiations with the industry, but the administration says the proposals it received didn’t go far enough. U.S. President Donald Trump reportedly ordered the removal of Vinay Prasad as director of the FDA’s Center for Biologics Evaluation and Research (CBER), overriding opposition from Health Secretary Robert F. Trump Overrode RFK Jr. And Makary To Remove FDA Biologics Chief Amid Sarepta Drug Controversy: Report

The Trump administration is reportedly considering a major restructuring of the FDA’s biologics division, potentially splitting it into separate offices for vaccines and therapeutics.

U.S. Health Secretary Robert F. Kennedy Jr. is reportedly preparing to overhaul the U.S. Preventive Services Task Force (USPSTF), the panel that recommends which preventive services,&nbsp;such as cancer screenings and HIV prevention, must be covered by insurers under the Affordable Care Act, STAT News reported on Tuesday, citing a source familiar with the matter.Federal health officials are already vetting new members, according to the report.&nbsp;David Mansdoerfer, a former Trump HHS official and adviser to a group aligned with Kennedy, told&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.reuters.com/business/healthcare-pharmaceuticals/kennedy-could-soon-reconstruct-us-preventive-care-panel-stat-news-reports-2025-07-29/">Reuters</a> that he knows a few candidates under consideration, all of whom are clinical health professionals.&nbsp;He suggested the restructured panel could include a broader mix of providers beyond physicians, which he described as a shift from the current “MD-heavy” makeup.The Wall Street Journal&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.wsj.com/health/healthcare/rfk-health-screening-panel-members-c308cbb0">reported</a> Friday that Kennedy plans to remove all 16 current panel members.&nbsp;An HHS spokesperson confirmed that no final decision has been made, but stated that the agency is reviewing how the task force can better support its mission to “Make America Healthy Again.”In June, Kennedy Jr. ousted all 17 members of the CDC’s vaccine advisory panel and replaced them with his own appointees, including some of whom have raised questions about vaccines.&nbsp;Now, a similar shakeup could be&nbsp;on the horizon for another key health panel.The U.S. Preventive Services Task Force is intended to be an independent body.
