In my book, seeing these to promotions given even the most recent cut backs Verb has done is very positive and an indication something is brewing. 
 
I would put the odds of a significant investment or partnership ahead of a merger or acquisition because you may want to fill some of these open positions from the other company...BUT not always.  
 
In Summary, all are possible... 
 
1. Significant Partnership 
2. Large Investment (Company taking a stake) 
3. Acquisition 
4. Merger

Secondly, I would make sure one is in place if there&#39;s going to be expanded scope due to partnership/international expansion or something along those lines. 
 
Additionally, Verb may know some more funding is coming their way and is now clear to hire some key positions for the next phase.

@redspeed @anto270 My company has quarterly promo cycles so a Q3 promo might not go effective for a month or two, but I this does feel off cycle.  
 
Not sure how the promo cycle works with small companies  but I would also agree that moves like this could very well be preparation for something coming.
