CBI chargesheet in Odisha Police SI exam scam exposes systemic failure, OPRB under scanner

The Central Bureau of Investigation (CBI) has filed a 60-page preliminary chargesheet in the Odisha Police Sub-Inspector (SI) recruitment examination scam, exposing large-scale manipulation and systemic failures in the conduct of the exam. The chargesheet names 16 accused and is supported by 120 witness statements and 171 pieces of evidence. According to the CBI, serious irregularities were committed in the preparation and printing of question papers. Silicon Techlab Private Limited, appointed as a third-party agency to provide logistical support, allegedly overstepped its mandate. Its Managing Director, Suresh Nayak, is accused of manipulating the question paper process. The Odisha Police Recruitment Board (OPRB) was responsible for preparing and printing the question papers, while Silicon Tech was tasked only with logistics such as CCTV installation, manpower deployment, and vehicle arrangements. Despite this, the question papers were printed at Saraswati Printing Press in Kolkata at the direction of Suresh Nayak.

The Central Bureau of Investigation (CBI) has intensified its probe into the Odisha Police Sub-Inspector recruitment scam, taking key accused Arabinda Das on a two-day remand for detailed interrogation. Arabinda, who had been in charge of the Digha model centre, was questioned extensively regarding his alleged involvement in the examination irregularities. CBI Probing Suspected 110 Candidates Who Paid Rs 25 Lakh Each According to reports, investigators expect Arabinda’s interrogation to help identify 110 individuals who allegedly paid Rs 25 lakh each to secure their appearance in the exam. Before placing Arabinda on remand, the CBI had taken Lokanath Sahu, Taufim Ahmad Khan, Biswajit Harichandan and Biswaranjan Behera on a three-day remand, during which several crucial details reportedly surfaced, including links extending beyond Odisha. The questioning also pointed to the involvement of Jayant Yadav, a broker from Bihar, believed to have handled the technical operations of the scam, including the alleged hacking.

According to sources, the duo will be produced in court later today. Investigators have also seized crucial digital evidence, which is expected to help trace the broader network involved in the fraud. Key Accused Still at Large While these arrests mark significant progress, the alleged masterminds of the scam, Shankar Prusty and Muna Mohanty , continue to evade arrest despite intense efforts by the Crime Branch. The duo is believed to have orchestrated the sale of police jobs, reportedly demanding Rs 25 lakh per candidate, and exploiting aspirants through a network of brokers. Background of the Scam Earlier, 114 candidates and three middlemen were arrested in connection with the scam, which allegedly involved manipulating the Odisha Police SI recruitment process. Preliminary investigations revealed that aspirants were taken out of the state for ‘special coaching,’ while their certificates were reportedly held as collateral until payments were completed.

After a confidential tip-off and subsequent probe into irregularities in the SI recruitment process has now unravelled into a network of brokers, private institutes, and alleged inside links spanning multiple districts. All of these have led to faithful aspirants losing their hopes of having a fair chance at cracking the exam and securing a future in the state workforce. How The Racket Worked Investigations revealed that the accused arranged special coaching camps for 114 aspirants in Srikakulam, Andhra Pradesh, allegedly to ensure their selection through unfair means. Each candidate reportedly paid between Rs 15 lakh and Rs 25 lakh, depending on the stage of the recruitment. Sources estimate the total scam value could run into tens of crores. The recruitment process for 933 SI posts was handled by the Odisha Police Recruitment Board (OPRB), which had outsourced technical operations to ITI Limited, a public-sector company.
