<ul class="summary-bullets"><li>Volvo ended its Iris lidar supply agreement and deferred decisions on Luminar’s next-generation Halo sensor.</li><li>Luminar has defaulted on multiple loans, cut 25% of its workforce, and disclosed ongoing SEC and internal ethics investigations.</li><li>The company halted spending on Volvo-related sensors, triggering a dispute with its manufacturing supplier.</li></ul>Luminar Technologies' stock plunged to an all-time low on Tuesday after Swedish automaker Volvo canceled a five-year-old lidar supply agreement, escalating an already severe corporate crisis for the Florida-based sensor company.The stock fell 4.6% to $0.87 on Tuesday, marking its fifth straight session of losses, before edging up 3.9% in after-hours trading.<h2 class="st-heading-2">Volvo Terminates Lidar Contract</h2>Volvo said it ended its contract with Luminar to “limit the company’s supply chain risk exposure” and cited Luminar’s “failure to meet its contractual obligations” as the reason for the termination. The automaker said the decision affects Luminar’s Iris lidar sensors, previously planned as standard equipment on Volvo’s EX90 and ES90 electric vehicles. Volvo also deferred its decision on whether to include Luminar’s next-generation Halo sensor in future models, according to a TechCrunch&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://techcrunch.com/2025/11/17/luminar-is-fighting-with-its-biggest-customer-as-bankruptcy-threat-looms/">report</a>.Volvo said that its vehicles are designed to deliver safety and driver-support capabilities with or without lidar, but said the decision “has an effect on some customer orders.” It did not specify whether this meant delays or configuration changes.The move ends one of the industry's closest lidar–automaker partnerships. Volvo invested in Luminar, promoted the company’s lidar in its early automation plans, and gave Luminar credibility ahead of its 2020 SPAC listing.<h2 class="st-heading-2">Loan Defaults, Layoffs And A Potential Bankruptcy Filing</h2>The cancellation adds pressure to a company already struggling to stay solvent. Luminar recently defaulted on multiple loans and has told investors that it may have to file for bankruptcy if it cannot reach a resolution with lenders.The company has laid off 25% of its staff to reduce costs. It is also seeking to sell itself or parts of its business, and one potential buyer is founder Austin Russell, who resigned as CEO in May after the board launched an investigation into a “code of business conduct and ethics.” Luminar is also under investigation by the Securities and Exchange Commission (SEC), according to recent filings.<h2 class="st-heading-2">Contract Dispute Widens&nbsp;</h2>Luminar disclosed in an earlier filing that it has “made a claim against Volvo for significant damages” and has “suspended further commitments of Iris” for the automaker. After Luminar halted spending on Iris sensors for Volvo, its manufacturing supplier claimed this breach violated their own agreement, creating a secondary dispute.Luminar said that discussions with Volvo are ongoing but that “there can be no assurance that the dispute will be resolved favorably or at all.”<h2 class="st-heading-2">Mutual Origins</h2>The fallout marks a dramatic reversal for two companies that had worked closely for years. Volvo helped Luminar move from prototype deployments into production programs, and Luminar’s sensors supported Volvo’s automation-focused safety messaging. U.S. President Donald Trump said in a late-night Truth Social post on Thursday that the country will impose a 25% tariff on all heavy truck imports starting Oct. 1, a move he said is meant to protect domestic makers such as Peterbilt, Kenworth, Freightliner and Mack Trucks from “unfair outside competition.”“We need our Truckers to be financially healthy and strong, for many reasons, but above all else, for National Security purposes,”&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://truthsocial.com/@realDonaldTrump/posts/115267382531822964">Trump wrote</a>.Shares of Paccar, parent to Kenworth and Peterbilt, gained more than 5% in after-hours trading following the news. Other competitors in the heavy truck space include Daimler Truck, Mercedes-Benz, Volkswagen and Volvo. While Freightliner is owned by Mercedes-Benz, Mack Trucks is owned by Volvo.The White House and Commerce Department have yet to spell out how the new tariffs will be rolled out, even though Trump’s deadline is less than a week away. The timing overlaps with an ongoing Section 232 investigation into imports of medium- and heavy-duty trucks, a national security review that could reshape the cost structure of the $50 billion U.S. heavy truck industry, according to a Reuters&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.reuters.com/business/autos-transportation/us-truck-makers-look-cover-trumps-tariffs-raise-costs-2025-08-26/">report</a>.American truck makers are already under pressure from 50% tariffs on imported steel, aluminum and copper derivatives, along with extra costs for parts that don’t qualify under the U.S.-Mexico-Canada Agreement. Competitors like Daimler and Volkswagen’s Traton unit have managed to avoid many of those costs by producing in Mexico, where qualifying trucks can enter the U.S. duty-free.Volvo and its Mack unit, which&nbsp;builds trucks in Virginia and Pennsylvania, say U.S. production is more expensive than in Mexico, where parts and materials are cheaper. Paccar recently said that tariffs added $75 million to costs in the third quarter. ACT Research estimates tariffs on imported components add 2% to 4% to the cost of every truck built in the U.S.The U.S. heavy truck market is valued at approximately $51.6 billion this year and is projected to reach $71.8 billion by 2030, according to Mordor Intelligence. Trump Imposes 25% Tariff On Heavy Truck Imports To Protect US Makers — Paccar Stock Jumps After-Hours 

The White House has not yet detailed how the tariffs will be rolled out, even as they overlap with a broader national security review of truck imports.

Daimler, Volvo, Paccar, and International Motors have sued California to block enforcement of strict heavy-duty truck emissions standards that U.S. President Donald Trump voided in June.Automakers in a complaint filed Monday in federal court in Sacramento said Trump’s revocation of Environmental Protection Agency waivers that the Biden administration had granted to allow California to set its own standards prevents the state from carrying out its 2023 Clean Truck Partnership program, Reuters&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.reuters.com/legal/litigation/daimler-volvo-other-truckmakers-sue-california-block-emissions-rules-2025-08-12/">reported</a>.That agreement with the trucking industry had provided it with flexibility on emission targets while also meeting California’s objective of increasing sales of zero-emission trucks and decreasing nitrogen oxide pollution.The companies argued that the regulatory uncertainty has caused irreparable harm by making it difficult to plan production without knowing which vehicles can be sold.&nbsp;The state is also suing to overturn Trump’s actions, which also blocked its plan to end sales of gasoline-only vehicles by 2035.Separately, the Federal Trade Commission said Tuesday it had closed its antitrust probe into the Clean Truck Partnership after securing commitments from Daimler, International Motors, Paccar, and Volvo Group, which together control up to 99% of the U.S. heavy-duty truck market, to abandon the agreement and avoid similar arrangements with state regulators in the future.The FTC said the 2023 pact raised competition concerns by forcing manufacturers to produce zero-emission engines rather than internal combustion models, maintaining restrictions even if CARB rules were overturned, and limiting political accountability.&nbsp;The manufacturers told the FTC that the deal is unenforceable and pledged never to enforce its terms or agree to similar cross-enforcement provisions.&nbsp;The Truck &amp; Engine Manufacturers Association also agreed not to negotiate such agreements on behalf of its members.
