When the shorting dominates the trades for % of trades…there should be a limit…like &lt; 5% total volume per day. Or if volume is low, very low like BMRN volume for the day…no shorting allowed. Or how about just banning shorting period. I’m not allowed to sell your house legally without the title, but I can short your stock without owning the certificates.
