Prasad reportedly added that scientific advances like Nobel prize-winning CRISPR gene-editing technology have forced the agency to relax some of its strict rules.The agency is “going to be extremely flexible and work very fast with the scientists who want to bring these therapies to kids who need it,” Prasad told Bloomberg.The executive is reportedly set to publish a paper in early November detailing the FDA’s new approach. Prasad expects it will spark interest in developing treatment for rare diseases.<h2 class="st-heading-2">CRISPR’s Potential</h2>CRISPR gene editing is a technology that allows scientists to modify an organism's DNA precisely. It involves a guide RNA that directs a DNA-cutting enzyme to a specific target in the DNA for it to make a cut. The cell's natural repair process either inactivates the gene or allows scientists to insert a new piece of DNA.Earlier this year, an infant named KJ Muldoon, born with a rare genetic disorder called severe carbamoyl phosphate synthetase 1 (CPS1) deficiency, was successfully treated with a customized CRISPR gene editing therapy by a team at the Children’s Hospital of Philadelphia.The team behind the treatment of the infant is now designing clinical trials that can be used to gain FDA approval with a gene-editing platform that can be tailored for patients with different genetic mutations, Bloomberg reported. President Donald Trump on Monday called on the Democrats to end the government shutdown, which is now in its sixth day, while also expressing his willingness to negotiate with them on healthcare, the key sticking point.In a Truth Social post, Trump&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://truthsocial.com/@realDonaldTrump/posts/115329671584864920">said</a>, “Democrats have SHUT DOWN the United States Government right in the midst of one of the most successful Economies, including a Record Stock Market, that our Country has ever had.” The president lamented that this has affected several programs, services and other things the Americans rely on, adding that “It should not have happened.After the Republicans and Democrats could not agree on a stopgap funding deal, the government has been shut down since the start of the fiscal year (October 1). In a report released last Wednesday, Morgan Stanley strategists stated that the possibility of permanent layoffs among federal workers, as well as delays in economic reports, could make the first shutdown in six years more consequential than previous instances.Notwithstanding the headwind, the stock market has been on a tear, clocking fresh highs in a trot. On Monday, all the major stock market gauges closed at fresh records, thanks to the boost provided by artificial intelligence (AI) news flow.For the year-to-date (YTD) period, the&nbsp;<a href="https://stocktwits.com/symbol/SPY">SPDR S&amp;P 500 ETF (SPY)</a>, an exchange-traded fund (ETF) that tracks the S&amp;P 500 Index, and the&nbsp;<a href="https://stocktwits.com/symbol/QQQ">Invesco QQQ Trust (QQQ)</a> have gained 15.6% and 19.3%, respectively. An absence of a deal&nbsp;regarding government funding among lawmakers by Sept. 30, when the fiscal year ends, could result in massive layoffs, further complicating the economic outlook.The standoff concerns a plan for discretionary funding for the upcoming fiscal year. On Sept. 19, a stopgap bill to fund the government through Nov. 21 failed to clear the Senate, where it needed 60 votes, after the Republican-controlled House passed it.An ongoing Stocktwits poll,&nbsp;in partnership with Polymarket, which asked platform users if the U.S. government would shut down this year, found that opinions were split equally. Incidentally, the president cancelled a previous meeting with Rep. Hakeem Jeffries (D-N.Y.) and Sen. Chuck Schumer (D-N.Y.) to discuss the issue.&nbsp;The main area of contention is the Affordable Care Act tax credit subsidies, which are set to expire by the end of the year. While Democrats are fixated on discussing an extension as part of the negotiations, their Republican counterparts believe there is still time to address the issue.In his preview of the week ahead, economist Mohamed El-Erian said, “All eyes will be on Washington as the U.S. Congress attempts to iterate toward an agreement to avoid a government shutdown,”&nbsp;adding that&nbsp;much depends on the ongoing negotiations between the Trump Administration and Congressional leaders.In a joint statement, Democratic leaders Jefferies and Schumer confirmed Monday’s meeting with Trump and expressed their willingness to help resolve the crisis. “We are resolute in our determination to avoid a government shutdown and address the Republican healthcare crisis,” they said.The stock market has been chugging along nicely despite the multiple headwinds the economy is facing. A White House official reportedly said on Friday that countries with existing trade agreements with the U.S. would be exempt from the recently announced pharmaceutical tariffs.&nbsp;According to a Reuters report&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.tradingview.com/news/reuters.com,2025:newsml_S0N3U402V:0-latest-drug-tariffs-don-t-apply-to-nations-with-trade-deals-white-house-says/">cited</a> by TradingView, when asked whether pharmaceutical tariffs would apply to trading partners such as the European Union and Japan, which already have trade deals, the official stated that the Trump administration would honor the 15% cap as part of those pacts. Other nations with U.S. trade deals include Vietnam, the U.K., Indonesia, and the Philippines. Major partners like India, Canada, and Mexico have yet to finalize&nbsp;an agreement.The clarification comes after President Donald Trump on Thursday announced a 100% tariff on imported, branded, and patented pharmaceutical drugs starting October 1. In his Truth Social&nbsp;<a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://truthsocial.com/@realDonaldTrump/115267512131958759">post</a> announcing the tariffs, Trump only highlighted that an exception would be made for any company that is “IS BUILDING their Pharmaceutical Manufacturing Plant in America.” He explained that “is building” refers to “‘breaking ground’ and/or ‘under construction’.”In a note to investors on Friday morning, Jefferies analyst Akash Tewari described the new pharmaceutical tariffs as "a win for Pharma" and "a light at the end of the Trump tunnel," noting that several large-cap companies have already announced U.S. manufacturing projects. Tewari suggested the tariffs and the MFN pilot program may serve as a symbolic “on paper” win ahead of midterms, with limited material impact on pharmaceutical companies.The 100% tariff is higher than what Trump had indicated in August.&nbsp; He&nbsp;<a href="https://stocktwits.com/news-articles/markets/equity/trump-plans-gradual-tariff-hike-on-imported-pharma-to-250-over-18-months-to-boost-us-production/chr1KgrRd2x">stated</a> that tariffs would be increased over time, allowing companies sufficient time to build factories and relocate production.
