Trump is seeking to move marijuana from a schedule 1 drug to a schedule 3 drug, from the levels of heroin, down to the levels of tylenol.“We have people begging for me to do this, people that are in great pain for decades,” Trump said while referring to patients suffering from extreme pain and incurable diseases including cancer. The executive order directs Trump’s administration to initiate the steps needed for the classification shift.“Schedule III status will allow research studies to incorporate real-world evidence and models that can assess the health outcomes of medical marijuana and legal CBD products while focusing on long-term health effects in vulnerable populations like adolescents and young adults,” the White House said in a statement.State regulations on cannabis are currently complex. While a few U.S. states currently permit the recreational use of cannabis, some allow it for medical purposes.<h2 class="st-heading-2">How Did Trump Decide?</h2>According to a <a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.bloomberg.com/news/articles/2025-12-18/trump-signs-order-to-reclassify-marijuana-in-industry-win">report</a> from Bloomberg, Trump came to the decision following discussions with Health and Human Services Secretary Robert F. Kennedy Jr. and Centers for Medicare and Medicaid Services Administrator Mehmet Oz as well as cannabis-industry leaders including Trulieve Cannabis Corp CEO Kim Rivers. As per the report, the Centers for Medicare &amp; Medicaid Services is also expected to complete a plan to test making some Medicare patients eligible for therapies derived from cannabinoids.Jazz Pharmaceuticals’ Epidiolex is currently the only drug approved by the U.S. Food and Drug Administration composed of CBD, a psychoactive compound found in cannabis.<h2 class="st-heading-2">Tilray Plans Expansion With Trump’s Push</h2>Tilray, a producer and distributor of medical and adult-use cannabis, subsequently confirmed plans to advance its U.S. medical cannabis operations with the formation of a unit called Tilray Medical USA, Inc. The unit aims to introduce medical-grade cannabis products in targeted therapeutic formats, the company said.“This action [executive order] aligns regulation with a vast body of scientific and medical data supporting cannabis medical use and safety, economic progress, and a healthcare-focused framework, while creating a more credible foundation for medical cannabis research, clinical development, and regulatory clarity,” Tilray CEO Irwin D. Major weed stocks rallied the previous day after President Donald Trump's post, which highlighted the potential benefits of using cannabidiol in senior healthcare.

President Donald Trump confirmed on Monday that he is looking at reclassifying marijuana and may announce his final decision in the next few weeks. "We're looking at reclassification, and we'll make a determination over the next few weeks," Trump told reporters during a press conference about cracking down on crime in Washington, D.C.His comments come after The Wall Street Journal (WSJ)&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.wsj.com/politics/policy/trump-marijuana-federal-drug-classification-01a73b8c">reported</a> last week that Trump may be interested in changing the drug’s classification. Marijuana-linked stocks like Aurora Cannabis (ACB), Canopy Growth (CGC), Tilray Brands (TLRY), Cronos Group (CRON), and Trulieve Cannabis (TCNNF) were already rallying in pre-market trade on the report.&nbsp;They continued to rally after Trump’s confirmation, with&nbsp;<a href="http://stocktwits.com/symbol/CGC">Canopy Growth’s</a> stock surging nearly 30% in midday trade.&nbsp;<a href="http://stocktwits.com/symbol/TLRY">Tilray’s stock</a> jumped 22%, followed by&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="http://tcnnf">Trulieve’s stock</a> gaining more than 18%. Retail sentiment picked up Sunday for Aurora Cannabis (ACB), Canopy Growth (CGC), Cronos Group (CRON) and Trulieve Cannabis (TCNNF) after reports that U.S. President Donald Trump may reclassify marijuana as a less dangerous drug.&nbsp;The Wall Street Journal&nbsp;<a target="_blank" rel="noopener noreferrer nofollow" href="https://www.wsj.com/politics/policy/trump-marijuana-federal-drug-classification-01a73b8c">said</a> that at a $1 million-a-plate fundraiser at his New Jersey golf club earlier this month, Trump told guests he was interested in the change, signaling an effort the Biden administration had started but never completed.Reclassification to Schedule III would ease restrictions, allow tax breaks, and expand medical research. Trulieve CEO Kim Rivers reportedly urged Trump to pursue the shift and expand research. Trump flagged the idea to staff. Other guests included Pfizer’s CEO, cryptocurrency executives, and political advisers.Cannabis companies have contributed millions to Trump’s political groups, hired lobbyists close to him, and backed American Rights and Reform PAC, which gave $1 million to Trump’s PAC and commissioned polling from Trump pollster Tony Fabrizio showing Republican and independent voter support.The PAC also paid $300,000 to Trump adviser Alex Bruesewitz for social media and advertising work.Bruesewitz said, “This is not calling for decriminalization or legalization but simply knocking it down a few notches on the criminal scale.”Trump said last year he would vote for legalization in Florida after meeting with Trulieve and lobbyist Brian Ballard.
