China unveiled sweeping restrictions on rare earth exports on Thursday, which could upend a trade truce with the United States.According to the new rules issued by the Ministry of Commerce of China, exporters will be required to obtain a dual-use export license from the government before exporting equipment and technology that could be used overseas for rare earth mining, smelting, and separation, as well as metal smelting and the manufacture of magnetic materials.Rare earth materials, used in everything from electric vehicles to missile guidance systems, have been leveraged by Beijing as a potent weapon amid the trade war with the U.S. In April, China placed several key elements on an export restrictions list, which soon forced Western companies, from automakers to consumer electronics firms, to start curtailing their capacity before a trade truce resumed supplies.China dominates the rare earth industry, controlling 60% of production and 90% of refining capacity. The ministry also said that it will not approve applications intended for the development of weapons of mass destruction, territorial expansion, or the enhancement of military capabilities. USA Rare Earth (USAR) announced on Monday that it has entered an agreement to acquire LCM, an ex-China rare earth metal and alloy producer.&nbsp;<a href="http://stocktwits.com/symbol/USAR">USAR’s stock</a> was up as much as 12% in pre-market trade. On Stocktwits, retail sentiment around the company remained in ‘extremely bullish’ territory with chatter at ‘high’ levels over the past day.&nbsp;The company stated the acquisition represents an acceleration of its mine-to-magnet strategy, helping it establish an end-to-end rare earth supply chain. Under the agreement, USAR will acquire LCM for $100 million in cash and 6.74 million shares of USAR’s common stock.&nbsp;LCM, with a 67,000-square-foot facility in the U.K., makes metals and alloys, serving the defense, automotive, EV and industrial sectors. “LCM is the only proven ex-China producer of rare earth metal, alloys, and strip casting at scale and the sole Western provider of critical defense materials such as Samarium Cobalt,” said Michael Blitzer, USAR Chairman.&nbsp;USA Rare Earth stated that LCM can process metal oxide feedstocks from both mined and recycled sources, thereby giving it a unique position in the global supply chain. Its production will support USAR’s Stillwater, Oklahoma magnet facility once operational, while continuing to serve its global customer base across the U.S., the U.K., France, Germany, Japan, and Taiwan.USAR also announced Barbara Humpton as its new Chief Executive Officer, succeeding Josh Ballard. Her appointment will kick in on October 1, and she will also serve on USAR’s Board of Directors. Humpton previously led Siemens USA, where she oversaw major acquisitions and helped grow revenue beyond $20 billion, the company said.&nbsp;The company has also gained attention amid reports that the White House is considering reallocating at least $2 billion from the CHIPS Act to fund a critical minerals project. According to the White House, any tariff imposed under this order would override the reciprocal levies introduced earlier this month.The directive will examine U.S. vulnerabilities in the processing and supply of critical minerals such as cobalt, nickel, uranium, and all 17 rare earth elements.&nbsp;It will also assess the extent of foreign actors' market distortions and recommend steps to strengthen domestic production, recycling, and supply chain security.Trump’s move comes after China imposed new export restrictions on rare earth elements earlier this month. China is reportedly drafting a new system to regulate the exports of critical minerals.

USA Rare Earth, Inc. is domestic supplier of rare earth magnets and heavy rare earth elements. It is developing a vertically integrated, domestic supply chain for rare earth element magnet production, with a facility in Stillwater, Oklahoma, and mining rights to the Round Top heavy rare earth and critical minerals deposit in West Texas. The company was founded in May 2019 and is headquartered in Stillwater, OK.
