Chevron Weighs Acquisition Of Select Lukoil Assets After US Opens Door To Deal Talks: Report

Alongside the oil depot, it damaged apartment buildings, a ship in port, injuring three crew members of the vessel. Brent crude prices rose 1.4% to $63.90 per barrel at the time of writing, while West Texas Intermediate crude prices gained 90 cents, closing in on $60 per barrel.The attacks come amid fresh U.S. sanctions on Russian oil firms Lukoil and Rosneft, to cut Moscow’s lucrative oil revenue and put pressure on Russian President Vladimir Putin to go to the negotiating table over the war in Ukraine. The sanctions will prevent firms from doing business with the Russian companies after Nov. 21.<h2 class="st-heading-2">After IEA, Goldman Sachs Turns More Bullish</h2>Goldman Sachs analysts reportedly predicted global oil demand would rise for longer than previously estimated, following a report by the International Energy Agency that introduced a scenario in which oil demand would increase until 2050.According to a Bloomberg News <a class="st-link-external" target="_blank" rel="noopener noreferrer nofollow" href="https://www.bloomberg.com/news/articles/2025-11-14/goldman-follows-iea-with-revised-bullish-outlook-on-oil-demand">report</a>, Goldman analysts suggested that oil demand could rise to 113 million barrels per day in 2040, compared with 103.5 million in 2024. Last year, the analysts predicted global oil demand would peak by 2034, but also flagged the potential for growth to top out six years later due to slow electric-vehicle adoption.Goldman reportedly attributed the roadblocks to low-carbon technology and infrastructure adoption, along with rising energy demand, to the updated outlook for fresh growth projections. Oil Prices Gain After Ukrainian Attack On Russian Oil Depot — Goldman Sachs Grows More Bullish On Long-Term Demand

Brent crude prices rose 1.4% to $63.90 per barrel at the time of writing, while West Texas Intermediate crude prices gained 90 cents, closing in on $60 per barrel. 

<ul class="summary-bullets"><li>Brent crude prices hovered around $62 per barrel at the time of writing, after a 4% decline in the previous session.</li><li>The selloff came after the producer group OPEC+ said global oil markets moved into a surplus in the third quarter, contrary to its earlier forecasts of a deficit.</li><li>“There’s a lot of oil supply that’s coming back from the OPEC+ countries that have been holding supply back.” — Mike Wirth, Chevron’s CEO.</li></ul>The United States Oil Fund (USO), one of the biggest energy-focused exchange-traded funds in the world, is on course for its worst decline since the onset of the COVID-19 pandemic.The ETF has declined about 7.6% this year, according to Koyfin data, amid a decline in crude oil prices, weighed down by economic uncertainties and oversupply concerns. Brent crude prices hovered around $62 per barrel at the time of writing, after a 4% decline in the previous session.<h2 class="st-heading-2">OPEC+ Issues Surplus Warning</h2>The selloff came after the producer group OPEC+ said global oil markets moved into a surplus in the third quarter, contrary to its earlier forecasts of a deficit. The group, which includes Saudi Arabia and the United Arab Emirates, said in its monthly report that world oil production exceeded demand by 500,000 barrels per day during the quarter, compared with a 400,000-barrel-per-day shortfall projected earlier.The group also estimates that supplies outside OPEC and its allies rose by 890,000 bpd in the period, with the U.S. accounting for much of the growth. The outlook comes after OPEC+ said it would pause rapid production hikes for the first three months of the year due to seasonality.<h2 class="st-heading-2">Chevron CEO Is Alarmed</h2>Mike Wirth, the top boss of oil major Chevron, warned that oil prices will feel more pressure in 2026 than liquefied natural gas prices due to OPEC+ oversupply.<blockquote>“Oil prices in 2026 are likely to feel more pressure than LNG prices,” Wirth said to Bloomberg Television. “There’s a lot of oil supply that’s coming back from the OPEC+ countries that have been holding supply back.”</blockquote>Earlier, the producer group also trimmed its 2026 demand forecast for OPEC+ crude by 100,000 bpd from prior forecasts, after raising its non-OPEC+ supply estimates. Oil ETF Giant Heads For Worst Annual Drop Since Pandemic — Chevron CEO Warns Of More Pain Ahead

The ETF has declined about 7.6% this year, according to Koyfin data, amid a decline in crude oil prices.

IEA began omitting the scenario in 2020 in favor of those that consider policy proposals. Last year, oil demand was supposed to peak by 2030 across all three scenarios.The agency projected that oil demand could rise to 113 million barrels per day (mbpd) in 2050, from around 100 mbpd at present levels. The bet is based on tame demand for electric vehicles over the next decade. The IEA projected that the share of EVs in total car sales could plateau after 2035 at around 40%, and petrochemical feedstocks, aviation, and trucks could drive oil demand.According to CPS, oil markets are well supplied in the near term, thanks to robust production in the Americas; however, demand may soon outpace supply. Some 25 mbpd of new oil supply projects are needed by 2035 in this scenario to keep markets in balance, the IEA said.“There are many uncertainties today—economically, politically, and technologically,” IEA Executive Director Fatih Birol said to the Wall Street Journal. “We want to have a broader range of scenarios to try to address all of these uncertainties, and I hope it will meet the demand of our leaders, our governments, industry, and other stakeholders.”However, the IEA also kept the Stated Policies Scenario, or STEPS, under which oil demand will peak around 2030. It also did not mention whether any of the scenarios are more likely.<h2 class="st-heading-2">IEA Partially Realigns With Oil Majors, OPEC+ Amid US Criticism</h2>The IEA was founded in 1973 following the oil shock and backed by top consumers. The firm’s predictions help countries develop long-term energy policies. Its more conservative predictions about fossil fuels have often drawn the ire of OPEC+ countries and the Trump administration.The OPEC+ oil producer group, led by Saudi Arabia, also believes that oil demand will continue to rise till 2050. The group’s secretary-general, Haitham Al-Ghais, has previously accused the agency of promoting an “anti-oil narrative.” At the same time, Republicans in the U.S. have also criticised IEA and threatened to pull funding from the agency, which counts the U.S. as its biggest backer.The IEA’s move alongside several other new forecasts by the likes of BP, which erroneously predicted that oil demand had peaked in 2020, comes amid a renewed global push for fossil fuels spearheaded by the Trump administration, which has also rolled back several renewable energy incentives.<h2 class="st-heading-2">Renewable Energy To Still Grow</h2>The IEA, however, still projected that renewable energy would grow faster than any other major energy source across all scenarios, led by solar photovoltaics (PV). The SPDR Energy Select Sector SPDR Fund (XLE), which tracks energy firms in the S&amp;P 500, has declined 3.9% this week amid a weakness in oil prices.The ETF, which has approximately $26.52 billion in assets under management, is on track to record its worst weekly decline since late May. The declines follow a more than 7% drop in both Brent crude and West Texas Intermediate crude prices this week, due to concerns about oversupply. The producer group has already brought back 2.5 million barrels per day (bpd) worth of nameplate capacity this year, which has pushed oil prices lower.“If OPEC+ does go ahead and announce a 500,000 bpd increase this weekend, it’s likely a big enough increase to send crude oil lower again, initially to support at $58.00, before a test of this year’s lows $55.00 area,” IG analyst Tony Sycamore said. Concerns over the U.S. government shutdown curtailing economic activity and the resumption of Iraq’s Kurdish oil exports are also weighing on the crude price, he added.Among individual stocks, Occidental Petroleum has fallen 6.8% this week, following its agreement to sell its Oxychem unit to Warren Buffett’s Berkshire Hathaway for $9.7 billion. However, analysts were not enthusiastic about the mega deal due to its timing.Roth MKM analysts stated that while the sale would help the oil and gas producer reduce its debt, it could negatively impact free cash flow growth in the coming years, as the unit was expected to contribute significantly to expansion.However, HSBC analysts upgraded the stock to 'buy' from 'hold' after noting that the share pullback from disappointment in the OxyChem sale price "presents a great buying opportunity."Separately, oil prices edged higher on Friday following a fire at a Chevron refinery in Los Angeles County.
