The report further highlighted that Beijing’s plan could still change, and its licensing system wouldn’t be certain until it is implemented.<h2 class="st-heading-2">Taking A Page Out Of The U.S. Playbook</h2>The VEU mechanism that Xi Jinping’s government is considering is reportedly modeled on existing U.S. laws and procedures, as is much of Beijing’s export-control architecture. Under the U.S. version of the VEU system, which took effect in 2007, some Chinese companies can purchase sensitive goods under a general authorization rather than obtaining individual licenses for each transaction.The U.S. rule facilitates the import of controlled goods, such as chemicals or chip-making equipment, by requiring participating companies to approve U.S. government inspections of their facilities. This project would enable the advancement of exploration and development at the Ambler Mining District in Northwest Alaska, home to some of the world's richest known copper-dominant polymetallic deposits, the company said.The company said that the issuance of these permits follows the October 6 Presidential decision under Section 1106 of the Alaska National Interest Lands Conservation Act, directing federal agencies to re-issue the authorizations necessary for the construction and operation of the Ambler Access Road.The executed permits restore the 50-year right-of-way across federally managed lands originally granted in 2020, the company said.<h2 class="st-heading-2">U.S. Stake In Trilogy Metals</h2>In early October, the U.S. agreed to buy a 10% stake in Trilogy Metals. The Trump administration reached a deal to purchase 8.2 million shares of the company from Australia’s South32 at $2.17 each.As part of the agreement, the U.S. also secured warrants to acquire an additional 7.5% stake in the Vancouver-based firm. However, on a year-over-year basis, they rose 17.5%.The figures came amid already rising tensions between the U.S. and China over the curbs on rare earth exports, imposed by Beijing earlier this month.<h2 class="st-heading-2">Why Is China Putting Export Curbs On Rare Earths?</h2>Rare earth supplies from China, the top producer, have become the focal point of a growing trade dispute between Beijing and Washington, D.C. China dominates over 90% of refined rare earth, which are used in a wide range of applications, ranging from semiconductors to missile defense systems.While rare earth minerals are not particularly scarce, most of the world has grown to rely on China for these metals. China has invested heavily in its production amid a decline in non-Chinese sources, a situation that companies have blamed on China’s policy to set a low price floor.After implementing the export curbs, Beijing stated that some foreign organizations and individuals have transferred or supplied rare-earth materials originating from China to entities involved in military and other sensitive sectors, posing "serious harm" and potential threats to China's national security and global nonproliferation efforts.<h2 class="st-heading-2">What Is The U.S. Doing About It?</h2>The U.S. is looking to bolster its domestic production to meet the rapidly growing demand. The Department of Defense has taken a 15% stake in MP Materials, the top domestic producer.
